Decision making


The decisions about the Procurement Programme and new waste management facilities and contracts were complex.

The costs, benefits and implications – including health effects – of all bids were thoroughly evaluated by the relevant officers and our financial, technical and legal advisors.

The objective was to identify a winning bidder based on the most acceptable combination of technology, sites, cost and a number of other evaluation criteria.

As well as working in partnership with each of the District Councils on Merseyside, MRWA is also made up of nine elected Members (local councillors) from each of the District Councils.
